I agree with you, as far I know this kind of issue isn't the only example of things breaking when you disable services such as Windows Firewall or Update. For example I documented another case with a similar underlying probem:. However such basic interventions and changes in the OS, don't seem to come to mind to the Microsoft developers.
Now it's just users finding out the real meaning behind error status codes, MS should have documented it instead of only offering generic troubleshooting methods that can even miss the real underlying cause, that only we are determining.
